General Huerta, in a Congressional message, forecasted general elections as scon as the pacification of the country permit them. The permission given to American vessels to remain in Mexican ports for a certain period, ought, he said, not to be renewed. Huerta declared that the Mexican finances woul i enable her to restore peace if tfiere was no inteference.
