A NAVAL AGREEMENT.

Mr f huechill's willingness to agree to a years' holiday in battleship building if Germany would likewise su.-pend operations is Britain's response to a suggestion of the German Government emanating from the German Budget Committee. A strong appeal came from the deputies, says the Committee's report, that the German Government should consider carefully any proposal from England for a naval agreement. Thea again Admiral Von Tirpitz, the German First Lord of the Admiralty, made a very plain statement last month that in his opinion Germany would very willingly consider a reasonable proposal from England for a naval agreement. Admiral Tirpitz declared that .his change in naval atmosphere was due to the discovery during the Balkan crisis that British and German interests were identical. The newspapers in England which support the present Government are strenuously urging that no unnecessary obstacle or ivco!ltction , 3 of previous failures in any agreement of this discription should b9 allowed to interfere in Britain's ai-ce stance of Germany's invitation.
