GERMAN MATE BLAMED.
SANK SUBMARINE. Frees Asen—By Telegraph—Copyright Received 12.30 a.m. Berlin, March 27. The Marine Court at Hamburg found the second officer of the Amerika blamable for the sinking of the British submarine on October 4th on account of inadequate look out and lack of precaution after the submarine was sighted.
