Mr Asquith claimed that the deliberations of the Ambassadors resulted in an agreement in regard to the Balkans and secured a marked concord among the Powers. Britain had worked with single-minded desire to co-operate with Germany. That course had not only made the path of diplomacy pleasanter, but trusted and believed it had inspired a mutual sense of confidence which would continue between the two great nations. He paid a tribute to Sir Edward Grey's patiences, resolution and sagacity, and concurred with Mr Bonar-Law as to the effect of the increase of other countries' armaments on Imperial solidarity. It had consolidated the feeling in all parts of the Empire that we must act together as a united body to preserve the mutual interests of the Motherland and the outlying parts of the Empire fully recognised the urgency and importance of the reform of the House of Lords. The Soudan Loan would be issued in instalments as required. He believed it would involve no liability upon the British taxpayer.
