The National Opium Congress, recognising the hardships inflicted upon opium merchants by the provision suggested as to the purchase of stocks, decided to appeal to missionary bodies and Christian organisations of the world to raise a fund to purchase the stocks at cost price and burn the opium at the treaty ports.
