THE TORCH DISASTER.
FIRST LORD'S COMMENTS. Preee Aesn—By Telegraph—Copyright Received 9.40 p. m. London, Yesterday. In the House of Commons the Rt. Hon. Winston Churchill stated that the regulations prescribed examination of the cement coating inside the bottom plating whenever a ship was in the yard. No su;h survey was held in respect of the Torch between 1900 and March, 1912, but as she was out of commission he was none of the officers actually committed a breach rendering themselves liable to disciplinary measures. The only deficiencies revealed were due to want of judgment, common sense and business - like capacity. The captain of the dockyard was severely censured, and the officers of the yards immediately concerned would be informed of the Naval Lords' serious displeasure.
