In the Honse of Commons the re-1 port stage of tde Naval Prize Bill was commenced. The Opposition' fruitlessly moved an amendment to seonre a small tribunal with a view to eliminating some of the minor countries. Sir EdwardJQrey slid the Conit must draw a wide area if it iutertded to command consent. MrJB, G. Falle (Unionist), declared that the convention ignored the oversea Dominions, and simply accepted the proposal to omit sobseetion clause twenty-three, lest it exclude the oversea Dominions a? jurists.
