Hurdle Baces—The winner of any hurdle race after the declaration of weights to oarry a penalty of 101b, arid for every additional race 71b extra. <■ Flat Baces—The winner of any flat race after declaration of weights to oarry a penalty of 101b, and for every additional raoea farther penaltyof 61b extra. Horses handicapped at Bst 101b and over to carry only half the above penalties. Or, if the handicapper considers it necessary, he may increase the above penalties.
