The Emperor has issued an ediot pro* misiDg n constitution when China is ripe for the ohange. The ediot oites the report of the Travelling Commissioners, which states that the cause of China's weakaess is the antagonism between the rulers and the ruled. It orders administrative and financial reforms, and adds that when these are accomplished, if the people are educated to understand their relations to the Government, a constitution will be framed.
D: Morrison, the Times representative, says the decree is an excellent one, and has oreated a good impression.
Tuanfang, one of the Travelling Commissioners, has been appointed Vioeroy of Nanking.
