" Contractor."—Sorry Borough Counoil tenders are not appearing in these columns just now. The Mayor and Councillors appear to be in league to boycott the Times. This is a comparatively small matter to us, although it is unfair alike to ihe tenderers and the ratepayers. Borough advertisements are supposed, by a unique and characteristically stupid arrangement, to appear in the local papers quarter and quarter about, but, by a peculiar coincidence, when ip is the Times' quarter the Standard gets all the tender advertise ments, fcufi when it is tjie Standard's quarter the Tis-es* is pot'similarly privileged. Sometimes it gets exjira advertisements; mostly not. Eeyenge for outspokenness in Borough affairs js probably the guiding motive, but wo shall not be deterred by these tactics from performing what we conceive to be a public duty.
