The debate on the proposal to includt State and Commonwealth civil servant! within the scope of the Arbitration Bill is proceeding. The Hon Deakin pointed out that the Constitution gave no power to include State. officers within the legislative scope of the Commonwealth, and even if the amendment were carried it could have no effect. It waj bad in law, and the only reason that justified him arguing and pleading against the | amendment which the majority of the House supported, was that he saw a great principle involved. The supporters of the amendment would find themselves incapable, of separating from those who now declared through the amendment that "this Commonwealth must cease to be a federal union and become a paramount power with tht States under its heel."
