A New Scheme. Concerns Reliable Persons. Press Association —Copyright. Received April 20, 12.35 a.m. London, Yesterday. Sir Horace Tozer, the Queensland Agent-General, says the State emigration schomo is quite distinct from General Booth's proposals relating to vagrancy and the submerged tenth. The new scheme contemplates, sending only reliable persons of good standing, and provides that all must bo approved by the Agent-General.
