Eeceived April 11, 11.37 p . m . . . Pabis. Yesterday. M. Delcasse in an interview stated that Lord Lansdowne and he on July 7th last began to discuss the differences between the two nations and they recognised they were not sufficiently essential to provoke a quarrel. They tbere and then prepared a rough draft of the basis of an agreement, following the principle that where French interests were undoubtedly superior, Britain should yield, and where British interests were pre-eminent France should yield.
