He said he regretted to see such limitations as were imposed by the Act, whereby children of parent * Having an. income of more than J8250' were mehgible under such limitation. He* thought it might work grave injustice. Penalising children of people who »r» rich was just as indefensible as penalisLur children whose parents' saWfluctiiafcii from year to year. A youth of 19 may be poor and his parents (if alive) poor, though at the period of his.being eligible to compete for junior scholarships his.: parents may have had over __250 of income.
