Commodore Schrceder, of the German fleet at Venezuela, cables that as the Panther was passing Maracaibo bar she was unexpectedly attacked by Fort San Carlos and rep!_ed,but subsequently desisted, owing to the difficulties of navigation. In view of exacting an immediate punishment for the attack, especially as the Venezuelan Government had proclaimed it, the Victoria and Vendetta, bombarded and destroyed the fort.
