LOCAL SURRENDERS

BURMA NEGOTIATIONS SINGAPORE RELIEF SOON LONDON, Aug. 23. While detailed arrangements are being issued to the Japanese Government by General MacArthur and plans for the initial occupation of Japanese territory are being completed, news of local surrenders comes from Burma, Luzon and other points. Japanese envoys to arrange details of the Japanese surrender in Burma are expected in Rangoon on Sunday, General Kimura at last having communicated with South-East Asia Headquarters.

From Eangonn it is also announced that ships of the British East Indies Fleet, transports and food ships are already at sea on their way to Singapore. Minesweepers are awaiting orders to open the Straits of Malacca, the gateway from the west.
