U.S. BUY-IN-ADVANCE PLAN

(10 a.m.) WASHINGTON, Dec. 23. A "buy in advance" plan will shortly be announced by the Office of Price Administration. Under this buyers will pay instalments in either cash or war bonds x "or the post-war delivery of motor-cars, pianos, refrigerators', heaters, and other durable goods. The plan is designed primarily to "syphon off" the excess consumer purchasing power, which economists believe to be a volatile, inflationary force. Economists estimate that restriction of the scheme to specified articles will absorb about six billion dollars of purchasing power. The money will be, deposited with the Treasury, which will pay,the manufacturers when the goods are delivered after the war.
