(Rec. 11.45 a.m.) BERNE, Sept. 23. The Berne Tageblatt’s Madrid correspondent says that General Franco and the Spanish Royal Family have completed the “principal negotiations” for Don Juan’s return as King of Spain, but the date of the restoration is still uncertain. Don Juan, who is the late King Alfonso’s third son, is at present living in Lausanne.
