PROPOSALS BEFORE LEADERS LONDON, March 26.
General Wavell, Commander-in-Chief, India, has made a statement on the war situation to a secret session of the Indian Council of State. Sir Stafford Cripps, speaking to Pressmen in New Delhi to-day about his talks with Indian leadens, said that the British Government's proposals for India comprised the best scheme on which the War Cabinet could agree. "There is no question of negotiating a fundamentally different scheme, but this one can, if necessary, be adapted in places or part," he said. "There is a lot that is adjustable, but the fundamental principles of t'ho scheme are not adjustable." He added that he thought he would have some interesting information for the Press on Saturday. Mr Gandhi went to Delhi this morning after receiving a telegram from Sir Stafford Cripps, whom lie will meet to-morrow.
