General Duthiel, commander of tho Seventh Army which retreated to the Marne in 1940, said that the French soldiers generally were pretty bad shots because of their inability before the war to obtain, sufficient ammunition for practice. They also suffered from a lack of modern armament. This lack of fighting material had a demoralising effect. > General Touchon said tho older army instructors were reluctant to accept innovations and did not possess a sufficiently developed sense of discipline. Younger officers lacked the sense of authority.
