(To the Editor.) ) XT S ' r .-~' rfl<l citizens of Palmerston North must have read the letter of N r Glair Tennent in Tuesday evening s “Afanawatu Standard” with interest and regret. Almost two vears ago the public were a.sked bv the civic, authorities to fill in E.P.S.'cards and on the outbreak of war a few committees were set up which were later declared in recess “pending an emergency * I For over a year, the E.P.S. remained just so many names in a card index. Tn Afareh. 1941. ATr Blair lenient was made chairman of the E.P.S.. and in a short period converted the stillborn effort into a robust working organisation, an organisation winch will bo of lasting value to the city of Palmerston North whenever an emergency arises, be it war, earthquake. or epidemic. For this service the city owes Afr Tennent .a deep debt of gratitude. It seems that his appointment as chairman of the E.P.S. was ultra vires; what a pity that for the sake of the city the condition of ultra vires could not he maintained; it was so good whilst it lasted.—l am, etc., ANN KATHLEEN JACQUES.
