JOINT CRUSADE

BRITAIN AND AMERICA. (United Press Association —Copyright) (1.40 p.m.) WASHINGTON. March 14. Mr James Scrugham, chairman of the Naval Appropriations SubCommittee, urging approval of the huge naval programme, told the House that the United States faces certain attack by hungry Axis hordes from Europe and Asia unless gigantic defence armaments ai-j created swiftly regardless of the aid given to Britain. 1-Ie added that the war had now substantially reached a deadlock, but the ultimate decision would rest on sea-power, aided by mastery of the air.

The vote of 3446 million dollars was passed without opposition. Mr William Green, president of the American Federation of Labour, today approved President RooseVelt's plan for the creation of a Supermediation Board designed to prevent strikes and controversies developing in. the national defence programme. The board would comprise three representatives from tho public, four from industry, and lour from labour.

Mr Green said Mr Roosevelt had agreed to the federation's two chief qualifications: Firstly, that the board be clothed with complete mediation powers; secondly, that the board's plans for arbitration should be voluntary and in no way compulsory.
