AMERICAN BASES.
PRESIDENT’S INSPECTION. WASHINGTON, Aug. 10. President Roosevelt, after completing the first step in an inspection of the New England defence bases, said in a statement in Boston: “The inspection' shows we are really getting into our stride and I am very much satisfied with what I saw. Things are going awfully Well. I hope r by late autumn that all navy yards : ‘and army arsenals will be in full “production. The cheapest way to produce our materials is to run on full production. You save money in the long run by doing so.” The State Department announces that consulates will be reopened soon at Dakar (French West Africa), and at St. Pierre-Miquelon (French islands near Newfoundland) forming parts of a chain of new consulates -distributed strategically to give the United States listening posts at vital spots where there is a possibility of development* affecting the Western Hemisphere. PHILIPPINES BILL. At Manila the Assembly passed the Emergency Powers Bill, granting President Quezon the control virtually of every branch of public and private enterprise to arbitrarily distribute all labour, sequester private property, take over industry to ensure continued production and regulated rentsand prices. Violations are punishable by 10 years’ gaol.
