TO MAKE CONCESSIONS. BUCHAREST. Aug. 9. The Prime Minister (M. Gigurtu) today issued a statement m which ho said. Rumania must make territorial concessions to preserve peace in SouthEast Europe. “Rumania finds it necessary to follow a pro-Axis policy, which imposes painful sacrifices.” he said. “Nevertheless. Bulgaria and Hungary should he moderate in their demands. If Hungary demands territorial cession Rumania will be compelled to yield, but she will demand the complete transfer of minorities. Bulgarin’s claims will be settled soon, but the settlement of Hungary’s claims is much further away.” The Bulgarian Foreign Minister (M. Popofif) and n. delegation lunched with M. Gigurtu. The Foreign Minister (M. Manoilerou) and the Rumanian Ministers at Sofia and Belgrade will represent Rumania in the talks, beginning nt, Craiova (a town 154 miles west of Bucharest) to-day.
