ORDER IN FINLAND.
PRESIDENTIAL DECREE. Received August 3. 10.10 a.m. HELSINKI, Aug. 2. President Kallio has signed a law prohibiting meetings against the interests of the State and disturbing public order. The Moscow newspapers give prominence to reported clashes bet weep Finnish workers and police at Helsinki, Tampere, and elsewhere. The police allegedly beat many elderly persons for demonstrating friendship with Russia. The Finnish authorities state that the Soviet reports of terrorism are exaggerated. Ihree hundred Friends of the Soviet demonstrated at Helsinki on June 30, shouting “Down with the Government!” Some arrests were made. A similar demonstration occurred yesterday, when a crowd threw stones, injuring three policemen. A small demonstration occurred at Tampere.
