SOVIET’S EXPANSION.
RUMANIANS INCLUDED. Received August 3. 12 noon. MOSCOW, Aug. 2. Parliament lias established a new Federal Soviet Republic in Moldavia; incorporating the Rumanian-speaking districts of Bessarabia, and has authorised the incorporation pf other Bessarabian districts and North Bukovina into the Ukranian Soviet Republic.
