WAR CABINET PLAN.

Per Tress Association. WELLINGTON, June 12. It is probable that the further proposals which the Prime Minister informed the House would be submitted to-morrow to the Leader of the Opposition include, in addition to the War Council, with the setting up of which it is believed the Government intends to. proceed, the formation of a small War Cabinet, on which the Opposition would have representation, to deal exclusively, with matters relating to the Expeditionarv Force, home defence, Naval and Air Forces and all activities directly connected therewith. The. remaining Governmental activities will be carried on by the present Cabinet in the usual way. It is likely that if the War Cabinet is established the functions of the War Council will be consultative and advisory, covering the whole field of the national war effort It is clear that the question of anything in the nature of a coalition of the parties or the sinking of their individual identities has not arisen at any stage.
