TRADE WITH RUSSIA.

LONDON, April 20. The Foreign Secretary (Lord Halifax) has informed the Russian Ambassador (M. Maisky) that the British Government considered his suggestion for trade talks and was prepared to discuss whether there was a basis' for an agreement which would take account of the war situation. 'l’be Tass Agency announces that the Soviet has agreed to Yugoslavia’s proposal to begin trade treaty negotiations. A Yugoslav delegation will shortly go to Moscow for this purpose. The Soviet Ambassador to Germany has returned to Berlin from Moscow. It is -reported that he brought a memorandum to the Foreign Minister (Herr von Ribbontrop) from tho Russian Foreign Minister (M. Molotov; relating to the Balkans.
