BERLIN, April 20. Hitler three times appeared on the balcony of tlie Chancellery to acknowledge birthday greetings from the crowds. King Victor Emannol, Signor Mussolini and Count Ciano telegraidled congratulations. Ministers gathered at tlie Willielmsplatz before midnight in order to be the first to congratulate Hitler on his 51st birthday. They cheered when the clock struck twelve. Hundreds of bouquets arc arriving at the Chancellery. Hitler announced numerous promotions, the most notable being Lieuten-ant-General Ernest Udet, the leading pilot of the Great War who has been made Air Force General. Ho visited England in 1937.
