DESIRE FOR PEACE.
RUMANIA AND BULGARIA. BUCHAREST, March 18. The Foreign Minister (Dr Gafoncu) reported in a speecli that Rumania was determined to remain strictly neutral. She wished to develop good relations with all States and had no intention of allowing her riches to be used to serve the ends of war. The Bulgarian Foreign Minister (M. Popoff) also voiced the intention of his country to stay neutral and to live in peace and mutual understanding with other countries. The Bucharest correspondent of the Associated Press says that the arrival of Dr. Clodius with a large technical staff signalised the opening of the German spring offensive for Rumanian oil and war materials.
