RUMANIA AND BULGARIA. BUCHAREST, March 18. The Foreign Minister (Dr Gafoncu) reported in a speecli that Rumania was determined to remain strictly neutral. She wished to develop good relations with all States and had no intention of allowing her riches to be used to serve the ends of war. The Bulgarian Foreign Minister (M. Popoff) also voiced the intention of his country to stay neutral and to live in peace and mutual understanding with other countries.
