U.S. SELLS TO RUSSIA.

EXPORT OF AVAR MATERIALS. Received February 22. 8.5 a.m. WASHINGTON, Feb. 21. The Department of Commerce reveals that since the outbreak of the war 90 per cent, of Russian purchases from the United States and 98 per cent, of American re-exports to Russia have been essential war materials. Exports for the five months ended January 31 were valued at 30,100,000 dollars, of which 33,000,000 dollars’ worth were items essential to the war machine. The department doubts whether much could he re-exported to Clormaiiv, owing to the extent of Russia s own requirements. Government officials report that the moral embargo on exports of bombers to black-listed countries and on reexports of strategic materials needed in the United States is functioning “nearly 100 per cent.’’ Iho export ol ’planes and aviation gasoline to Japan and the Soviet lias virtually ceased, the shipments remaining being “leaks.”
