BALBOA, Sept. 23. Opening the Pan-American Conference’s consultations on neutrality, the President of Panama (Dr Arosemena) dissociated the Americas from the principle of totalitarianism and suggested the motto: “The Americas for humanity.” . * He said the representatives of the 21 republics at the conference had a great opportunity to reaffirm the basis of Pan-American civilisation in equality, opportunity, personal security, spiritual liberty, and respect for law./ The Chilian Foreign Office understands the the United States will propose at the conference that the territorial waters of the American republics he extended for 300 miles from the coast.
