BALKAN ENTENTE. MINISTER’S BERLIN VISITS. LONDON, July 5. Turkey’s efforts to settle the differences between Bulgaria and Rumania, and ao bring Bulgaria into the Balkan Entente, have failed, according to the Istanbul correspondent of the NewsChronicle. Turkey is therefore adopting a policy of watchfulness, and fortifying her frontier to guard against the possibility that Bulgaria might join the Axis in time of war.

“It is explained,” says the Sofia correspondent of the Times, “that the Bulgarian Prime Minister, M. Kiosseivanoff, who is visiting Berlin, will not sign any political pact. Ho may bo expected to give verba] assurances that Bulgaria is adhering to her policy of neutrality, and is unable to renounce her territorial claims.

“The Finance Minister, M. Bojiloff, returning after a week’s stay in Berlin, told the Press that he was well satisfied with the results of the visit. Economic relations between Germany and Bulgaria were excellent.” Rumania holds the Southern Dol>rudja, which formerly belonged to Bulgaria. Bulgarian policy aims at the recovery of such lost territories.

For a considerable time, attempts have been made to induce her to accept compromises which would bring her into line with the Balkan Entente members—Greece, Rumania, Yugoslavia and Turkey—so that the Balkans would be able to stand in a united front against aggression.

A statement since issued in Berlin at the conclusion of the visit of M. Kiosseivanoff, stressed the traditional friendship between Bulgaria. Italy and Germany. Officials expressed sympatfiv with Bulgaria’s desire to regain territory given to Rumania and Yugoslavia.

The Istanbul correspondent of the Times said Turkish newspapers warned Bulgaria against Germany’s attempt to use her to make trouble in the Balkans.
