NEUTRALITY CONVERT.
SUPPORT FOR PRESIDENT. WASHINGTON, July 16. Senator Norris has joined President Roosevelt’s neutrality stand, declaring that the conduct of Japan, Italy and Germany is “barbarous, indefensible and inhuman.” He asserted that the United States lias a moral legal right to “prohibit or retard these barbarous Governments from carrying on their inhuman warfare.”
