JAPAN TO OPEN LEGATIONS.
BULGARIA AND IRAQ. TOKIO, July 6 Ihe Japanese Privy Council has approved the establishment of Japanese Legations in Iraq and Bulgaria. It was reported in London recently that Japan was expected to open in Bulgaria a. new “observation post ” from which she could survey even more closely the European scene, particularly its Russian aspect.
