MUNICIPAL AFFAIRS. MEETING OF COUNCIL. The jnontlilv meeting of the Borough Council was Jiclil last evening, there being present the Mayor (.Hr u. R. Johnston) and Crs. 11. Galbraith, .1. T. Horne, A. Olsson, A. .11. ilustw'ick, C. Forbes, and J. Sullivan. Leave of absence was granted Cr. It. J. Harding. Tlie Commissioner of Crown Lands, Napier, enquired il the council considered that the old cemetery site, oil Pinfold Hoad would be later required for the purpose, and he also desired to know why its use was discontinued in favour of the present site on tile Gorge Hoad. it was decided, on the motion of Cr. Forbes, to reply that the old site was too damp, and, moreover. relatives did not desire the existing graves to bo disturbed. The Wellington branch manager of a petrol company stated that the latter and another oil company had been asked to pay for the cost of alterations to the footpath in front of a service station in the main street, in order to bring the tank slabs into line with the new work being carried out in the street. The company regretted it must decline the request, to contribute towards the cost of replacing the footpaths, which it understood had been in their present conditions for ten years, as the company felt, it was in no way liable under the circumstances.—The question arose as to who should pay for the new work. The Mayor and Cr Forbes thought the oil company should do so, but it was also stated that the service station proprietor had made the original application for the work. The matter was referred to the finance committee. The secretary of the Small Gasworks’ Association solicited n contribution of Ids per ].0(10.000 cubic tcet of gas manufactured from members of the association.—Jt was decided to donate £1 to the fund Mr C. A. Sutton applied for a refund of the unused portion of his license as a taxi proprietor, as lie had given up this business.—. Referred to tlie town clerk, to ascertain the legal position.

The works and finance committee were empowered, to act in connection with the grading of certain streets. The Mayor reierred to the condition of a number of tlie side streets consequent on the detour of traffic from the main street, tie proposed, and Cr Olsson seconded, that the Public Works Department should be asked lor a subsidy for the maintenance oi these side streets. Cr. Olsson said some ol them were in had order The Mayor moved, and Cr. Olsson seconded, that the works and finance committee he authorised to proceed with the formation of footpaths decided upon in the council’s loan scheme some months ago. The Mayor said that at the firesent time a number of men were, employed under the No 13 scheme. Concerning the state of the main street, the Mayor informed Cr. Horne that the maintenance of the thoroughfare was the contractor's job. A Public Works engineer had inspected the street, and it was hoped that an improvement would soon be effected. Cr. Horne was also informed that the subject of cleaning tlie pipe lino and the water supply would be receiving special attention shortly. In reply to Cr. Galbraith, the Mayor said that no further advice had been received from the 1 gains Board regarding the council’s application for a loan, as authorised bv the ratepayers some months ago for street improvements.

Cr Olsson enquired if the owners of a large absentee section in tlie town had signified they would comply with the council’s request to put it, in outer, and the -reply was in the negative. Cr. Horne urged that certain renovations be undertaken at the swimming baths, and it was stated that these would be attended to. The Mayor hoped that a grant would have been available from the Physical Welfare Department. No reply, said the Mayo;, had been received from the Public Works Department to tlie request that an engineer be deputed to report on tlie Hooding of the Mangapapn Creek. Several councillors complained of ruts and potholes in various streets, and these were referred to the foreman. The Mayor reported that a section of land owned by the council had been sold and a transfer of the. property to Mrs E. Morgan was granted. The Mayor stated that tiie thanks of (lie council were due to the Legion of Frontiersmen for their io-operation in tlie defence of the country. A motion to this effect was moved by Cr. H ustwick.

The Department of internal Affairs wrote acknowledging the appointment by the council of 51<ssrs Jl. D. Johnston and 11. Galbraith : s numbers of the Woodville Fire Board. All of the shrubs in the Square and the Recreation Ground had been given attention; likewise the cemetery; about fTireo chains of the footpath in Vogel Street had been patched, and given a coat of tar and sand. He suggested that a power grader be hired, the old machine not being suitable for heavy work. The reservoir contained sufficient water so that in the event of a discoloured Hood flow the ordinary supply could be shut off for five days. MAGISTRATE’S COURT. Mr H. P. Lawrv, 5.51.. presided over a sitting of the Magistrate’s Court, yesterday afternoon. For allowing stock to wander at large B. Grout was fined 5s and costs 20s 6d on each of two charges. P. R. Barrel - , who did not appear, was charged that at I’apatawa he parked a motor vehicle so close to a hank on the main highway as to lie likely to obstruct other traffic or the view thereof. After hearing the traffic inspector (Mr J. H. R. Semple) the Magistrate remarked that the offence was merely a matter of neglect. A fine of £l, with costs 10s, was imposed. J. G. Janies (Mr Carrufliers) was charged that lie conveyed sheep in a motor vehicle on the Napicr-Pnlmor-ston North highway without being the holder of a consignment note in the prescribed form as required under tho Stock Amendment Act. Defendant was also charged with having no vehicle authority, and further with having no inspection certificate on the. vehicle. Counsel pleaded that the first-mention-ed charge was the first of the kind in the district, and defendant had striven to earn - out the requirements of the department, but although a certificate had been issued to him by the in-

spec-tor in Palmerston North, where the necessary adjustments had been made to his vehicle, lie had not been in possession ol the certificate when charged with the present breaches. Inspector Semple stated that Inspeetoi Murdoch had written to defendant, more than once on the matter I lie new regulations had been framed lor the protection of slieepfarmers transporting sheep. The Magistrate held that a delav had taken place on defendant’s part, and that the onus was on him to see that the regulations were being complied with. At the monthly mooting of the Borough Council, last evening, the gasworks manager (Mr H. Patterson) reported that the quantity of gas manufactured durirfg the month had been 160 680 cubic feet, and this, with 14.000 cubic feet in the holder on the -Ist nit., made a total of 174,680 ft. Coal used totalled 17 tons. Earnings had amounted to £O9 13s 6d. The contractor had completed the overhaul of the plant, with the exception of the stationary meter. The plant was working in order, and this should result in an improved service to consumers. NOTES. The Legion of Frontiersmen. Palmerston North, have advised the Woodville Borough Council that a special qualifications roll of members of “X" (Manawatu) Squadron has been compiled, so that tin- Legion would l>c in a position, in the event, of a crisis, to allocate men to special duties should their assistance he required by civil authorities. As the outcome of a football match played on the Recreation Ground recently l>v the Ra.ilway Football Club, the town clerk wrote to the. club expressing surprise at its action without first applying for permission for the use of the ground. The club was notified that football was prohibited on the ground on a Sunday and in future the council would institute action against offenders. The match was played against a visiting team. Chatwin, headmaster of the shcool for 14 years; Mr Cecil Brown, son of the. lute Mr Vi. Brown, who was chairman of the school committee for very many years; the Mayor of Pnhiatua. (Mr Siddells); Mr llryant, representing the Pahialna County Council; and Colonel McDonald and Mr Xicliol, representing (he Wellington Education Board.
