LONDON, March 26. The Tokio correspondent of the British United Press says that a Japanese Cabinet crisis is threatening as a result of the German proposal to convert the German-1 talian-Japanese axis, embodied in the Anti-Comintern Pact, into a military alliance against the democratic States.
