RUTHENIA’S FUTURE
AUTONOMOUS STATE. LINK WITH HUNGARY. it REGENT’S PROCLAMATION. (United Tress Association—By Electric Telegraph Copyright.) Received March 22, 8.5 a.m. BUDAPEST, March 21. The Premier (Couut Teleki) and and the Foreign Minister (Count C'saky) are visiting Berlin and Rome before t.be end of March. They are described as the visual formal visits following their appointments. Admiral Horthy (Regent) has issued a proclamation to the inhabitants of Ruthenia announcing that Ruthenia will henceforth be an autonomous State within the framework of the Hungarian State. Admiral Horthy adds that Hungary and Ruthenia are “a divinely created and indissoluble unit.” 1 REFUGEES KILLED. The Bucharest newspaper Roumaitie says that Hungarian troops shot dead 200 refugees irom Ruthenia when they asked it they could return home, alter their arrival at Siguet. It is believed that the refugees were refused permission to enter Rumania and as a last resort asked to return to Ruthenia. The;capital of Ruthenia has been transferred from C'hust to Munkacs—the third change in six months.
