COMMON FRONT.
DECLARATION WHITTLED DOWN. (Independent Cable Service.) Received March 22. 1.50 p.m. LONDON, March 21. Tt is understood that the suggested scheme for a common declaration by the Powers has been whittled down to a four-Powcr declaration against future aggression. England, France and Russia . have practically agreed to what constituted aggression, hut Poland—the possible fourth signatory—is demanding guarantees before subscribing to it. A formula which will be satisfactory to Poland is at present being sought, hut the British and Russians are hesitating to give guarantees.
