Received February 20, 9.25 a.m. PARIS, Feb. 19. Military conscripts totalling 300,000 arc tt> be called up in the autumn. Thev comprise those born between December 1. 1918, and December 31, 1019 a term of 13 months instead ot the customary 12 months, compensating for the low wartime birth rate.
