MR ROOSEVELT’S INITIATIVE
FRENCH PURCHASE OF ’PLANES. WASHINGTON. Feb. 17. According to the testimony offered by the Secretary of the Treasury (Mr Henry Morgenthau) before the Senate Military Committee, President Roosevelt personally over-rode the Chief of Staff (General Craig) and permitted the French purchase of 100 American bombing ’planes. General Craig objected, contending that such a purchase might interfere with the procurement by the United States’s Army of the necessary ’planes in order to meet the requirements under the new defence pro-
gramme.
