FISHERIES DISPUTE.
JAPAN’S THREAT. Received February 17, 11.50 a.m. TOKIO, Feb. 17. The Foreign Office has instructed the Japanese Ambassador in Moscow to press for an immediate settlement of the fisheries dispute. Japan will take “unreserved appropriate measures” unless Russia reconsiders her attitude.
