SOVIET NAVAL MISSION.
EXPERTS FOR AMERICA,
(Independent Cable Service.) Received February 17, 8.5 a.m. MOSCOW, Feb. 16.
The Vice-Commissar for the Navy (Admiral Isakov) and seven other naval experts are sailing for the United States shortly. . There is no official information, but it is believed that it may be the first step in a plan to create a high seas fleet bv the purchase of capital ships or machinery for the production of armour plate in Soviet shipyards.
