FOREIGNERS WARNED
Received February 17. 10.12 p.m. TOKIO, Feb. 16
Preparatory to further naval operations, foreign ships have been asked to withdraw thirty miles . from Flaimenting. Japan is disclaiming responsibility for damage to those refusing. Haimenting’s trade lias greatly increased since the occupation of the larger ports.
