FRANCO’S BARTER PLAN

The newspapers give prominence to reports that General T'ranco is exchanging American wheat sent to Spain for relief purposes for German guns and shells. The rebels and Republicans each receive half of the regular shipments from the American Relief Committee, but General Franco docs not need supplies. i-i It is alleged that a German ship lay off Pasajes for six days refusing to unload munitions until the usual wheat cargo arrived at the port.
