UNITED POLICY.
AMERICAN REPUBLICS. LONDON, Dec. 21. At the Lima Congress a compromise is reported to have been reached between the United States delegation and Argentina, enabling the peace declaration to be made, securing the unanimous approval of the 21 States. It is understood the final draft provides for consultation between all States with a view to resistance when any republic is threatened with aggression. It omits specific mention of aggression. Argentina wished not to offend her European customers, nevertheless delegates believe a warning to certain countries in Europe is unmistakable.
