ARBITRATION WORK.
MAGISTRATE APPOINTED. Per Press Association. WELLINGTON, Aug. 26. The minor functions and po\«;;rs of the Court of Arbitration are to bo .exercised by Mr James Alexander Gilmour, whose appointment as a temporary Magistrate is announced in this week’s Gazetto. Mr Gilmour is Registrar of the Court of Arbitration and associate of the President of that Court (Mr Justice O’Regan). The Minister of Labour (Hon. H. T. Armstrong) said the legislation passed last year authorised the Court of Arbitration to issue an order delegating to a Stipendiary Magistrate any of its powers or functions under the Idnustrial Conciliation and . Arbitration Act or under the Apprentices Act. Mr Gilmour had been appointed specially for this class of work. “Mr Gilmour is well equipped to undertake certain of the work of the Court of Arbitration, for he is one of the best-informed men on industrial law in New Zealand,” said Mr Armstrong. “Of all men with special qualifications for the appointment; Mr Gilmour has had by far the widest experience. He can give at a lnement s notice a ruling on any point likely to crop up in the work that will be delegated to him by both the Arbitration' Courts. However, there may be some slight delay before he begins his new duties because of the necessity for first finding a successor to the position of registrar and associate to the Judge.” Before joining the Labour Department in 1917, Mr Gilmour was in private practice as a solicitor. He was appointed Registrar of the Court of Arbitration in August, 1922, and he has held that position ever since. Former presidents of the Court of Arbitration with whom Mr Gilmour has been associated were Sir Francis Frazer (now deputy-chairman of the Executive Commission of Agriculture) and the late Mr Justice Fage.
