EXPROPRIATED FARMS.
ANOTHER PROTEST TO MEXICO. WASHINGTON, Aug.' 23. The United States has delivered a second Note to Mexico regarding the expropriation of American-owned farmlands. It is understood that the Note merely reaffirms the United States belief in international law as a means of settling controversies. The tone is more conciliatory than that of the Note delivered by Mr Cordell Hull (Secretary of State) on July 21 because President Roosevelt’s “good neighbour” policy is affected.
