NEW CHIEF OF STAFF. (British Official Wireless.) Received February 26,' 11 a.m. RUGBY, Feb. 25. The Admiralty announces the appointment of, Rear-Admiral Brace Fraser to be cjhief of staff of the Mediterranean' Fleet to Admiral Sir Dudley Pound in succession to RearAdmiral Edward Collins.
