PROPOSALS FOR WITHDRAWAL. (British Official Wireless.) Received Februarv 25, 10.55 a..m. RUGBY, Feb. 24. Count Grandi, the Italian Ambassador, will leave London at the weekend to attend the Fascist Grand Council in Rome. Yesterday he discussed with Lord Plymouth (chairman of the non-intervention Committee) the British proposals for the withdrawal of volunteers from Spain, and the granting of belligerent rights. Lord Plymouth also saw M. Corbin (France), and it is understood will interview the Ambassadors of the other chief Powers within the next few days.
